Unfortunately, you don't get to wipe the slate completely clean, and those bad grades are going to follow you anywhere else that you apply. So no, you can't ever be a first time applicant again. The good news is, if you manage to turn things around in community college and can make a good case that you've fixed whatever went wrong on your first attempt, your improvement will count for a lot more than those early struggles.
