How to do this hairstyle?? ;D?

Ok. I am looove this hair style my friends do. its like, they wet it and put gel on it i think and their hair is nauraly curly (like meee!) and has like striaght bands to the sides, so it looks super cute. I have been TRYING to do this but everytime I do my hair gets frizzy and blows up to a poof lol what are some good no more frizz stuff for hair? :) oh and how do I do this hairstyle??
